A Greenfield Rail Platform for Bali

Bali’s tourism and resident economy generates rapidly growing mobility demand, with annual passenger movements across the island forecast to approach ±180 million trips by 2035. Growth is concentrated in the corridors linking South Bali’s urban core with the island’s north, west, and regional centers — corridors currently served by a road network under sustained congestion pressure.

BIRS is proposed as Bali’s long-term answer: a ±198-kilometer electrified railway system delivered in four phases, integrating urban commuter service, intercity connectivity, and regional links into a single island-wide network. The platform is structured as a fully equity-capitalised PPP, targeting long-term institutional capital seeking stable, infrastructure-style returns with upside from transit-oriented development, commercial, and advertising revenue.
